But Adams was a Federalist, a member of the same political party as Washington, and so in many ways the transition was seen more as the passing of office from a monarch to the heir. But the election of 1800 was bitterly contested, and the Republicans, led by Thomas Jefferson of Virginia, clearly won at the polls. Due to a technical complication unforeseen by the framers of the Constitution, however, the election was thrown into the House of Representatives.&lt;br /&gt;&lt;br /&gt;&lt;span class="fullpost"&gt;The Constitution called for the electors in each state to cast two ballots, one for their presidential choice and one for the vice presidency. The framers had clearly intended that the person with the most ballots would be the president, and the runner-up the vice president. But by 1800 political parties had formed, and Jefferson ran with Aaron Burr of New York as a team. The Republican electors cast two ballots, one for Jefferson and one for Burr, and since the ballots were not designated "president" and "vice president," the result was a tie. The Constitution called for the results to be determined by the House of Representatives, with each state casting one ballot.&lt;/span&gt;&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span class="fullpost"&gt;After intense and often bitter acrimony, in which the defeated Federalists tried to undo the results of the election by having one of their own chosen by the Congress, Jefferson emerged as the winner--the president the people had actually chosen. A subsequent amendment to the Constitution rectified the problem, but the precedent had been set. The people's choice would govern, and if a party were ousted from power, it would accept defeat peacefully, and wait another chance at the polls.&lt;/span&gt;&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span class="fullpost"&gt;During the period between the Jefferson's election and the final determination of the House of Representatives, many European observers believed the United States would soon plunge into civil war, for history had recorded no instance of one faction peacefully surrendering the power of government to another. Nonetheless, the issue was resolved, and the transition proceeded tranquilly.&lt;/span&gt;&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span class="fullpost"&gt;Some people expected Jefferson in his inaugural to attack the Federalists and repudiate their policies, of which he had been quite critical. Instead, he held out an olive branch and, in a paean to democracy, lauded a society in which the full play of differing ideas could take place. Only by allowing people full freedom to differ, Jefferson urged, could democratic society thrive. Here again, a precedent had been set. Political parties, no matter how bitter the electoral fight, would not only accept the results, but would be expected to cooperate in furthering the good of the nation. &lt;/span&gt;&lt;br /&gt;&lt;span class="fullpost"&gt;&lt;/span&gt;&lt;/div&gt;&lt;span class="fullpost"&gt;&lt;br /&gt;&lt;/span&gt; &lt;strong&gt;Thomas Jefferson's First Inaugural Address &lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;/strong&gt;&lt;em&gt;Friends and Fellow-Citizens:&lt;/em&gt;&lt;br /&gt;&lt;em&gt;&lt;/em&gt;&lt;br /&gt;&lt;div style="text-align: justify;"&gt;Called upon to undertake the duties of the first executive office of our country, I avail myself of the presence of that portion of my fellow citizens which is here assembled to express my grateful thanks for the favor with which they have been pleased to look toward me, to declare a sincere consciousness that the task is above my talents, and that I approach it with those anxious and awful presentiments which the greatness of the charge and the weakness of my powers so justly inspire. A rising nation, spread over a wide and fruitful land, traversing all the seas with the rich productions of their industry, engaged in commerce with nations who feel power and forget right, advancing rapidly to destinies beyond the reach of mortal eye, when I contemplate these transcendent objects, and see the honor, the happiness, and the hopes of this beloved country committed to the issue, and the auspices of this day, I shrink from the contemplation, and humble myself before the magnitude of the undertaking.&lt;br /&gt;&lt;br /&gt;Utterly, indeed, should I despair did not the presence of many whom I see here remind me that in the other high authorities provided by our Constitution I shall find resources of wisdom, of virtue, and of zeal on which to rely under all difficulties. To you, then, gentlemen, who are charged with the sovereign functions of legislation, and to those associate with you, I look with encouragement for that guidance and support which may enable us to steer with safety the vessel in which we are all embarked amidst the conflicting elements of a troubled world.&lt;br /&gt;&lt;br /&gt;During the contest of opinion through which we have passed the animation of discussions and of exertions has sometimes worn an aspect which might impose on strangers unused to think freely and to speak and to write what they think; but this being now decided by the voice of the nation, announced according to the rules of the Constitution, all will of course arrange themselves under the will of the law, and unite in common efforts for the common good.&lt;br /&gt;&lt;br /&gt;All, too, will bear in mind this sacred principle, that though the will of the majority is in all cases to prevail, that will to be rightful must be reasonable; that the minority possesses their equal rights, which equal law must protect, and to violate would be oppression.&lt;br /&gt;&lt;br /&gt;Let us, then, fellow citizens, unite with one heart and one mind. Let us restore to social intercourse that harmony and affection without which liberty and even life itself are but dreary things. And let us reflect that, having banished from our land that religious intolerance under which mankind so long bled and suffered, we have yet gained little if we countenance a political intolerance as despotic, as wicked, and capable of as bitter and bloody persecutions.&lt;br /&gt;&lt;br /&gt;During the throes and convulsions of the ancient world, during the agonizing spasms of infuriated man, seeking through blood and slaughter his long lost liberty, it was not wonderful that the agitation of the billows should reach even this distant and peaceful shore; that this should be more felt and feared by some and less by others, and should divide opinions as to measures of safety. But every difference of opinion is not a difference of principle. We have called by different names brethren of the same principle. We are all republicans, we are all federalists. If there be any among us who would wish to dissolve the Union or to change its republican form, let them stand undisturbed as monuments of the safety with which error of opinion may be tolerated where reason is left free to combat it. I know, indeed, that some honest men fear that a republican government can not be strong, that this Government is not strong enough; but would the honest patriot, in the full tide of successful experiment, abandon a government which has so far kept us free and firm on the theoretic and visionary fear that this Government, the world's best hope, may by possibility want energy to preserve itself? I trust not. I believe this, on the contrary, the strongest Government on earth. I believe it the only one where every man, at the call of the law, would fly to the standard of the law, and would meet invasions of the public order as his own personal concern. Sometimes it is said that man cannot be trusted with the government of himself. Can he, then, be trusted with the government of others? Or have we found angels in the forms of kings to govern him? Let history answer this question.&lt;br /&gt;&lt;br /&gt;Let us, then, with courage and confidence pursue our own Federal and Republican principles, our attachment to union and representative government. Kindly separated by nature and a wide ocean from the exterminating havoc of one quarter of the globe; too high-minded to endure the degradations of the others; possessing a chosen country, with room enough for our descendants to the thousandth and thousandth generation; entertaining a due sense of our equal right to the use of our own faculties, to the acquisitions of our own industry, to honor and confidence from our fellow citizens, resulting not from birth, but from our actions and their sense of them; enlightened by a benign religion, professed, indeed, and practiced in various forms, yet all of them inculcating honesty, truth, temperance, gratitude, and the love of man; acknowledging and adoring an overruling Providence, which by all its dispensations proves that it delights in the happiness of man here and his greater happiness hereafter, with all these blessings, what more is necessary to make us a happy and a prosperous people? Still one thing more, fellow citizens, a wise and frugal Government, which shall restrain men from injuring one another, shall leave them otherwise free to regulate their own pursuits of industry and improvement, and shall not take from the mouth of labor the bread it has earned. This is the sum of good government, and this is necessary to close the circle of our felicities.&lt;br /&gt;&lt;br /&gt;About to enter, fellow citizens, on the exercise of duties which comprehend everything dear and valuable to you, it is proper you should understand what I deem the essential principles of our Government, and consequently those which ought to shape its Administration. I will compress them within the narrowest compass they will bear, stating the general principle, but not all its limitations.&lt;br /&gt;&lt;br /&gt;Equal and exact justice to all men, of whatever state or persuasion, religious or political; peace, commerce, and honest friendship with all nations, entangling alliances with none; the support of the State governments in all their rights, as the most competent administrations for our domestic concerns and the surest bulwarks against anti-republican tendencies; the preservation of the General Government in its whole constitutional vigor, as the sheet anchor of our peace at home and safety abroad; a jealous care of the right of election by the people, a mild and safe corrective of abuses which are lopped by the sword of revolution where peaceable remedies are unprovided; absolute acquiescence in the decisions of the majority, the vital principle of republics, from which is no appeal but to force, the vital principle and immediate parent of despotism; a well disciplined militia, our best reliance in peace and for the first moments of war, till regulars may relieve them; the supremacy of the civil over the military authority; economy in the public expense, that labor may be lightly burthened; the honest payment of our debts and sacred preservation of the public faith; encouragement of agriculture, and of commerce as its handmaid; the diffusion of information and arraignment of all abuses at the bar of the public reason; freedom of religion; freedom of the press, and freedom of person under the protection of the habeas corpus, and trial by juries impartially selected.&lt;br /&gt;&lt;br /&gt;These principles form the bright constellation which has gone before us and guided our steps through an age of revolution and reformation. The wisdom of our sages and blood of our heroes have been devoted to their attainment. They should be the creed of our political faith, the text of civic instruction, the touchstone by which to try the services of those we trust; and should we wander from them in moments of error or of alarm, let us hasten to retrace our steps and to regain the road which alone leads to peace, liberty, and safety.&lt;br /&gt;&lt;br /&gt;I repair, then, fellow citizens, to the post you have assigned me. With experience enough in subordinate offices to have seen the difficulties of this the greatest of all, I have learnt to expect that it will rarely fall to the lot of imperfect man to retire from this station with the reputation and the favor which bring him into it. Without pretensions to that high confidence you reposed in our first and greatest revolutionary character, whose preeminent services had entitled him to the first place in his country's love and destined for him the fairest page in the volume of faithful history, I ask so much confidence only as may give firmness and effect to the legal administration of your affairs. I shall often go wrong through defect of judgment. When right, I shall often be thought wrong by those whose positions will not command a view of the whole ground. I ask your indulgence for my own errors, which will never be intentional, and your support against the errors of others, who may condemn what they would not if seen in all its parts. The approbation implied by your suffrage is a great consolation to me for the past, and my future solicitude will be to retain the good opinion of those who have bestowed it in advance, to conciliate that of others by doing them all the good in my power, and to be instrumental to the happiness and freedom of all.&lt;br /&gt;&lt;br /&gt;Relying, then, on the patronage of your good will, I advance with obedience to the work, ready to retire from it whenever you become sensible how much better choice it is in your power to make. The 3-year studentship will be based in the Faculty of Archaeology and Anthropology at the &lt;st1:place st="on"&gt;&lt;st1:placetype st="on"&gt;University&lt;/st1:placetype&gt;  of &lt;st1:placename st="on"&gt;Cambridge&lt;/st1:placename&gt;&lt;/st1:place&gt;.&lt;br /&gt;&lt;br /&gt;The studentship is offered as part of the SEALINKS Project, which is undertaking multi-disciplinary studies on the prehistoric emergence of long-distance maritime contacts in the &lt;st1:place st="on"&gt;Indian Ocean&lt;/st1:place&gt;. The 5-year project will take a unique interdisciplinary approach to maritime prehistory, and is of particular interest to students whose interests bridge the humanities and natural sciences.&lt;br /&gt;&lt;br /&gt;The aim of the PhD studentship is to study early biological translocations in the &lt;st1:place st="on"&gt;Indian Ocean&lt;/st1:place&gt; through the collection of linguistic data on plants and/or animals, and its synthesis with relevant historiographic, archaeological and genetic findings. The first level of screening of candidates will be done at Yokohama National University. The final decision regarding scholarship recipients will be made by the World Bank.&lt;br /&gt;&lt;br /&gt;The scholarship covers a monthly allowance of JPY172,000 (pending budget proposal), and a round-trip air ticket to Japan plus a travel allowance of JPY60,000. The monthly stipend is intended to cover living, commuting and other incidental expenses during the student’s study period. The next scholarship program runs from April 2008 to March 2010. This cannot be changed under any circumstances. In addition, the scholarship covers tuition, entrance examination and admission fees. Travel expenses for some program-sponsored field trips are also included.&lt;br /&gt;&lt;br /&gt;The objectives of the PPT program are: firstly, to develop a basic understanding of public policy and taxation; secondly, to teach the concepts and methods of an entire taxation process through an internship program provided by Japan’s National Tax Agency; and lastly, to offer specialized courses of study on various aspects of public policy and taxation which are most relevant to the students’ home countries. The students trained under this program are expected to return to their home countries to apply their acquired knowledge and skills towards improving public service in their respective countries.&lt;br /&gt;&lt;br /&gt;Applicants should:&lt;br /&gt;1. be between the age of 25 and 45;&lt;br /&gt;2. be nationals of a World Bank borrowing member country;&lt;br /&gt;3. be mid-career professionals in public service;&lt;br /&gt;4. be of good character, a team player and active in extracurricular activities;&lt;br /&gt;5. hold, at minimum, a Bachelor’s degree or its equivalent in a development-related field; and&lt;br /&gt;6. have at least four years of recent full-time professional experience in a field related to economic development or public policy, in the applicant’s home country or in another developing country.&lt;br /&gt;&lt;br /&gt;The following applicants are NOT eligible:&lt;br /&gt;1. those currently pursuing a Master’s or PH.D. program in industrialized countries;&lt;br /&gt;2. those who have had one or more years of training/studies and/or residency in an industrialized country;&lt;br /&gt;3. permanent residents/nationals of industrialized countries;&lt;br /&gt;4. Inherent in such a process of change is the potential for tension and conflict among individuals and groups in society. Some of this potential for tension and conflict may be the reflection of longstanding divisions - political, religious, ethnic. Some will have more to do with a circumstantial clash of interests – for instance between the old and the new (tradition versus modernity) and between individuals and groups competing for greater influence and prosperity in the society that is evolving. Broadcast journalists and the organisations they work for have an important role to play here; they have to ensure that the great issues of concern to their societies and the attendant debates are given attention to and that the voices and views of those involved are heard.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Integrity and credibility:&lt;/span&gt;&lt;br /&gt;They also have to be prepared to tackle controversial issues which are not being given the attention they deserve and by so doing help set the political agenda. But they also have a responsibility to do so without exacerbating existing divisions or threatening the social cohesion of the societies they serve. To achieve this, the maintenance of their integrity and of their credibility as broadcast journalists is crucial; they may not be perceived as representing certain population or interest groups at the expense of others. In addition they must develop the journalistic knowledge and skills they need to investigate and present potentially divisive issues accurately and in a balanced non-partisan way.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Investigative research and analysis:&lt;/span&gt;&lt;br /&gt;The courses will focus on the role, responsibility and requirements of the broadcast journalist in meeting this challenge. Special attention will be given to developing and putting into practice the appropriate knowledge and skills for (investigative) research and analysis and for the production of various broadcast and internet assignments as well as to other essential broadcast journalism skills such as interpretation, speed and accuracy under pressure, communication and teamwork. There will be a considerable measure of interaction and exchange of knowledge and skills between radio and television.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Multimedia:&lt;/span&gt;&lt;br /&gt;Course participants will work with analogue and digital technology for radio and television and be involved in the design and development of material for an Internet site related to the theme and focus of the course. As well as attending sessions devoted to developing their knowledge and skills in the field of news and current affairs participants will be sent out on assignments to various locations in the Netherlands linked to the theme of social conflict and cohesion and to the role and responsibility of the broadcast journalist in this field. Thousands of years ago, great scholars used to teach through the scriptures. A variety of subjects such as philosophy, religion, medicine, literature, drama and arts, astrology, mathematics and sociology were taught and masterpieces on these subjects were written. Under the Buddhist influence, education was available to virtually everyone who wanted it and some world famous institutions arose out of the monasteries, such as Nalanda, Vikramshila and Takshashila. Nalanda, which flourished from the 5th to 13th century AD, was especially noteworthy. It had at one time about 10,000 resident students and teachers on its roll, including Chinese, Sri Lankan, Korean and other international scholars.&lt;br /&gt;&lt;br /&gt;During the 11th century, the Muslims established elementary and secondary schools, "Madrasas" or colleges, and even universities at cities like Delhi, Lucknow and Allahabad, mostly using Arabic as the medium of instruction. During the medieval period, there was excellent interaction between Indian and Islamic traditions in all fields of knowledge like indology, religion, philosophy, fine arts, painting, architecture, mathematics, medicine and astronomy.&lt;br /&gt;&lt;br /&gt;With the arrival of the British, English education came into being with the help of the European missionaries. In 1817, Hindu College was established in Kolkata. The Elphinstone Institution was set up in 1834 in Mumbai. In 1857 three universities were set up at Kolkata, Chennai and Mumbai. Since then, Western education has made steady advances in the country. With 354 universities and thousands of colleges affiliated to them, 428 engineering colleges and technological institutes, more than a 100 medical colleges, scores of agricultural institutes and many other specialised centres of learning and research in every subject and discipline, India can claim its position as one of the leading countries providing quality higher education to its people as well as to students and scholars from countries all over the world.&lt;br /&gt;&lt;br /&gt;Today Indian universities and institutes of higher education and research have made a significant contribution to transmission of knowledge and enquiry into frontiers of science and technology. In the field of traditional subjects such as arts and humanities as well as in pure sciences, applied physics and chemistry, mathematics and in areas of technology, the universities and higher institutes have been playing a leading role in transforming the country into a modern industrialised, technologically advanced state. The ushering of the Green Revolution and the tremendous progress in dairy development have made India a major food-producing country on one hand; on the other hand, its development of space technology, production and launching of indigenous satellites, development of peaceful nuclear energy have brought it into the forefront of technologically advanced nations to which a large number of developing countries looks for training and guidance.&lt;br /&gt;&lt;br /&gt;Indian universities and institutes of higher learning have been playing their role to promote the needs and aspirations of higher education and research to Indian students and scholars. These centres have been extending their cooperation and friendship towards students of other developing countries also, where facilities for higher studies and research are not adequate. In addition, a number of overseas students are also drawn to Indian educational institutions providing high-quality education at very competitive prices&lt;br /&gt;&lt;br /&gt;Scholarship schemes being administered by ICCR: -&lt;br /&gt;&lt;br /&gt;The I.C.C.R on behalf Government of India offers scholarships and fellowships to international students wishing to study in India in various programs and disciplines. International students from over 70 countries study in different universities and educational institutions spread all over India to pursue a variety of courses from under-graduate to post-doctoral level in various subjects.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;How to Apply for a Scholarship&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Offer of scholarships are sent to the respective Governments through Indian diplomatic missions abroad. Nominations are received from the respective Governments in the Indian diplomatic missions concerned. These are forwarded to ICCR for final selection and placement. Direct applications from candidates cannot be considered by ICCR. International government nominees have to fill prescribed forms for Scholarships for Foreign Nationals that are available with Indian missions abroad. While filling in the forms, the candidate must specify the course he wishes to pursue such as i) certificate/diploma ii) undergraduate degree iii) postgraduate degree iv) doctoral research work only. Candidates are also advised to consult the Handbook of Indian Universities available with Indian missions abroad to ensure the availability of their choice of a course in India. The application forms should include the required number of copies of educational certificates along with three copies of passport-size photographs. It also signs as the end the odd semester and the coming of the even semester which will commence from 18th of February 2008.&lt;br /&gt;&lt;br /&gt;The other news important to note down, particularly for the students who have passed all the subjects at the faculty is that the comprehensive test will be held on 12th and 13th of February 2008, while thesis examination will be held on 16th of the same month. They expelled the faculty members inhumanly, and it's actually known that some persons wishing to take interests from the riot must be behind the action. Many were on the verge of tears at that time as it's out of the faculty members' judgement. Moreover, eversince the faculty members are known as the most solid faculty members among the other faculty members at the university. Anyway, that's life, and Faculty of Literature, UISU, Medan should crawl to show its existence. And now, Faculty of Literature, UISU, Medan, runs its activities at Campus V located at Jln.Puri No.18 Simpang Jalan Paduan Tenaga Medan, Telp. 061-77843302. Thanks God, 90% ot its lecturers as well as its administration staff are loyal to the Faculty. Mendapat status terdaftar dari Departemen PTIP Nomor: 6/B-/SWT/P/62 tanggal 21 Januari 1963.&lt;span class="fullpost"&gt;&lt;br /&gt;&lt;br /&gt;Pada bulan Juni hingga Desember 1964, Fakultas Sastra UISU bergabung dengan FKSS (Fakultas Sastra dan Seni), dan pada tahun 1965 hingga sekarang kembali berdiri sendiri menjadi Fakultas Sastra dengan mengasuh jurusan: Sastra Inggris dan Sastra Indonesia. It covers an area of about 440 square miles (1,140 square km), excluding Samosir Island, which occupies a large part of the lake's centre and which is about &lt;a href="http://photos1.blogger.com/blogger/1706/1916/1600/laketoba2.gif"&gt;&lt;img style="FLOAT: left; MARGIN: 0px 10px 10px 0px; CURSOR: hand" alt="" src="http://photos1.blogger.com/blogger/1706/1916/400/laketoba2.gif" border="0" /&gt;&lt;/a&gt; 30 miles (50 km) long and 10 miles (15 km) wide. The lake drains east through the Asahan River into the Strait of Malacca; along the Asahan River several major hydroelectric projects were completed in the 1980s to supply power for industrialization of the lesser-developed areas of northern Sumatra. &lt;span class="fullpost"&gt;A high-quality aluminum-processing and smelting centre was also completed in 1984 at the mouth of the Asahan on the coast. &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;&lt;strong&gt;Volcanic Pearl&lt;/strong&gt;&lt;br /&gt;The region around Lake Toba is one of the most beautiful areas of Sumatra. Lake Toba itself was officially put on the map around 1850. In Marsden's 'History of Sumatra' dating from 1811, we read: 'It is said that there is a huge lake in North Sumatra, where exactly is not known.'&lt;br /&gt;&lt;br /&gt;Numerous writers praised the beauty of the crater lake. The Dutch writer Louis Couperus for example, in his travel journal 'Eastward' from 1923, writing in the style of the time: 'It was the incredible beauty of an ancient, volcanic world, which through her cataclysms stayed a paradise of giants and gods. There is something gigantic in this nature and herin lies Lake Toba as a blue jewel, luminescent between the pearl white, straight rocks.' On the one hand we can see the mountain range of the Bukit Barisan, rising to over 1500 metres, on the other hand the lovely slope sawahs. The huge Batak graves along the road are striking. The greater the tomb the more important the person was. Mr W.Ph. Coolhaas was a civil servant during the thirties in the Batak country. Sixty years later he had the best memories about the Batak: 'I found the excursions, when I stayed overnight in a village, absolutely necessary to learn more about the people in their own environment ... When the evening came, everything that was male and above ten years old, came to sit and talk. Women, at least superficially, were of no importance. Very cheerful the Batak people were not, nor very friendly, but they loved to talk. Every subject we talked about, which in general was about things that villagers in an agricultural community are interested in, was thoroughly discussed. Almost everyone, old and young, thought it necessary to give his opinion loud and clear...' (Coolhaas, W.Ph. Controleur Binnenlands Bestuur, p. 166)&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;The Valley of Harionboho&lt;/strong&gt; &lt;/div&gt;&lt;div align="justify"&gt;W.Ph.Coolhaas looked at the land and people of the Batak through Dutch eyes. The young Batak Sitor Situmorang came from a desah on the borders of Lake Toba. He of course looked through completely different eyes to his native region. As a son of local nobility, he was one of the privileged few, who was allowed to follow Dutch education. In the fifties he wrote down his memories in 'The old Tiger': 'In my youth, between 1924 and 1931, the people in the valley of Harionboho were still excluded from the outer world; they lived from agriculture and barter trade in the valley.... As a small child I had very little contact with my parents. Above the age of two the village child is directly involved in social activities with children of his own age; herding sheep, fishing in the river and the lake, poaching, stealing fruit from the others and in the midst of the crowds attending the adat ceremonies when animals were sacrificed to the gods..' (Sitor Situmorang, The old Tiger, pp. 14, 15.) &lt;/div&gt;&lt;div align="justify"&gt;&lt;br /&gt;&lt;strong&gt;Mysterious Outerworld&lt;/strong&gt;&lt;/div&gt;&lt;div align="justify"&gt;From the memories of Sitor Situmorang we get an impression of the Batak country in the thirties. In 1931 he went to Balige, on the southern tip of Lake Toba:&lt;br /&gt;'The six hour boat trip to the south went via the waters west of the lake. This was the first time I left the valley and the first time I experienced the vastness of the lake. Balige was also my first town. The Dutch school was founded in 1925, in the same period that the Trans Sumatra road was opened from Medan to Padang. As the landscape to the north of the lake was dominated by groups of high steep mountains, Balige was also surrounded by mountain ranges which rose higher to the east, towards Habinsaran, where the sun rises, the source region of the Asahan stream. ... Behind that was a mysterious outerworld, just as this outerworld, for centuries had considered the Batak countries a mysterious world, populated by tribes with scary habits, with a fascinating adat culture interwoven with legends and myths....' Dalam kurun waktu tersebut, dengan berbagai pengalaman manis dan pahit, UISU yang telah mengalami berbagai kemajuan dan perkembangan dalam berbagai bidang. Namun dengan berkembangnya zaman yang melahirkan berbagai tuntutan ummat yang semakin hari semakin besar, baik terhadap fasilitas maupun kualitas.&lt;br /&gt;Menyadari akan tantangan ini, pimpinan Yayasan dan segenap warga UISU telah bertekat untuk terus bekerja dan berusaha dalam upaya memajukan UISU agar memenuhi tuntutan masyarakat sebagai suatu Perguruan Tinggi yang berkualitas.&lt;br /&gt;Melalui Buku UISU ini akan dikemukakan  beberapa hal penting yang meliputi :&lt;br /&gt;&lt;br /&gt;(1) Sejarah singkat tentang perkembangan UISU.&lt;br /&gt;(2) Struktur Yayasan UISU&lt;br /&gt;(3) Tantangan UISU sebagai Perguruan Tinggi Islan di Indonesia.&lt;br /&gt;(4) Visi, Misi dan Tujuan UISU.&lt;br /&gt;(5) Kampus UISU saat ini.&lt;br /&gt;(6) Manajemen Keuangan Yayasan&lt;br /&gt;(7) Kampus Idaman UISU Dimasa Depan&lt;br /&gt;(8) Penutup.&lt;br /&gt;&lt;br /&gt;Dengan informasi ini diharapkan dapat memberikan gambaran tentang tekad, cita-cita pendiri dan penerus UISU. Dengan tekad yang putus dan niat yang ikhlas, mudah-mudahan Allah memberikan jalan kearah sesuai dengan tujuan.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;SEJARAH SINGKAT UISU&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Universitas Islam Sumatera Utara (UISU) yang didirikan pada tanggal 7 Januari 1952. pada mulanya bernama Akademi Islam Indonesia(setara dengan kelas III SMA bagian A), kemudian berubah menjadi Perguruan Tinggi Islam Indonesia (PTII), dan terakhir diubah lagi menjadi Universitas Islam Sumatera Utara (UISU) seperti sekarang ini.&lt;br /&gt;Ide Perguruan Tinggi tersebut lahir sekitar tahun 50-an setelah selesai perang fisik melawan penjajah. Ide tersebut dilandasi oleh semangat juang para pejuang kemerdekaan, semangat para ulama dan didukung oleh niat ikhlas sebagai rasa tanggung jawab dalam upaya mencerdaskan kehidupan bangsa Indonesia. Realisasi ide tersebut dipelopori oleh beberapa tokoh pemuda dan pemudi yakni :&lt;br /&gt;1. H.Bahrum Djamil (Alm),&lt;br /&gt;2. Adnan Benawi (Alm).&lt;br /&gt;3. Sariani AS,&lt;br /&gt;4. H. Rivai A, Manaf Nasution (Alm),&lt;br /&gt;5. Sabaruddin Ahmad, dan&lt;br /&gt;Oleh karena mereka adalah juga pejuang kemerdekaan maka UISU disebut juga sebagai Kampus Perjuangan.&lt;br /&gt;Peresmian pendirian UISU pada tanggal 7 Januari 1952, yang pada saat itu masih bernama PTII, di hadiri oleh K.H. Wahid Hasyim yang pada saat itu sebagai Menteri Agama RI. Pada saat peresmian tersebut juga diresmikan Fakultas Hukum sebagai fakultas yang pertama di lingkungan UISU.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;STRUKTUR YAYASAN  UISU&lt;/span&gt;&lt;br /&gt;Hingga kini UISU sudah mengalami 11 perubahan stuktur kepemimpinan Yayasan diikuti dengan perubahan akte dan disesuaikan dengan undang-undang Republik Indonesia khususnya tentang Yayasan sejak berdiri dan pada 1 Desember 2007 yang lalu, perubahan struktur yayasan dideklarasikan sebagai berikut:&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;PEMBINA&lt;/span&gt;&lt;br /&gt;Ketua  : Hj. Elvi Rahmita Sari, S.Pd&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;TANTANGAN UISU SEBAGAI PERGURUAN TINGGI ISLAM DI INDONESIA&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Negara Republik Indonesia mempunyai penduduk sekitar 210 juta jiwa. Dari jumlah tersebut sekitar 85% adalah ummat Islam. Ini berarti,ummat Islam adalah dominant atau mayoritas dalam populasi bangsa Indonesia. Sebagai salah satu konsekwensi akibat mayoritas ummat Islam adalah kebutuhan akan sarana dan fasilitas bagi ummat Islam sudah barang tentu meningkat juga baik dari sisi kualitas maupun kuantitas untuk membangun dan membentuk manusia muslim yang berkualitas berdasarkan Islam. Dalam hal ini PT merupakan salah satu fasilitas sebagai lembaga pendidikan yang sangat penting perannya dalam membangun ummat Islam tersebut agar menjadi ummat yang berkualitas yang berlandaskan akan Islam.&lt;br /&gt;Universitas Islam Sumatera Utara (UISU) sebagai salah satu Perguruan Tinggi Swasta yang mempunyai visi dan misi berlandaskan Islam merasa bertanggung jawab dalam membangun ummat Islam yang yang mayoritas tersebut. Untuk itu, UISU harus mampu menjadi salah satu Lembaga Pendidikan Berkualitas yang ada di Indonesia dalam upaya menegakkkan dan membangun ummat Islam menjadi ummat yang berkualitas.&lt;br /&gt;Dalam merespon keberadaan ummat Islam keberadaan ummat Islam yang mayoritas di Indonesia umumnya dan khususnya di Sumatera Utara khususnya.UISU harus berupaya sungguh-sungguh mengatasi berbagai tantangan yang sedang dan akan dihadapinya. Antara lain :&lt;br /&gt;(1) Meningkatkan kuantitas dalam menampung ummat Islam dan membangun kualitas.&lt;br /&gt;(2) Mengembangkan diri dan mempertahankan  diri dan memepertahankan jati diri sebagai Perguruan Tinggi Swasta yang Islami.&lt;br /&gt;(3) Membangun sarana dan prasarana penunjang pendidikan yang lebih maju sesuai dengan perkembangan zaman dan tuntutan masyarakat.&lt;br /&gt;(4) Membangun system manajemen akademik dan administrasi yang standar dan,&lt;br /&gt;(5) Mampu berkompetisi secara sehat dengan PTS lain di era globalisasi, termasuk PTS lain di era globalisasi, termasuk PTS yang tidak berlandaskan Islam.&lt;br /&gt;Kelima butir di atas merupakan tantangan besar yang mau tidak mau harus di hadapi dan diselesaikan oleh UISU. Untuk mengatasi 4 butir pertama, UISU dengan kemampuannya sendiri telah melakukan berbagai kegiatan dan terobosan. Dalam 5 tahun terakhir, telah dan sedang melakukan berbagai pengembangan yang signifikan antara lain:&lt;br /&gt;(1) membangun gedung berlantai 4 (empat) dengan biaya Rp. 2,1 milyar sehingga dapat meningkatkan daya tampung terhadap jumlah mahasiswa, namun masih belum mencapai tujuan yang ditargetkan.&lt;br /&gt;(2) Pembangunan satu lantai gedung UISU di Pematang Siantar dengan nilai 1,5 miliar untuk menampung mahasiswa/i Sekolah Tinggi Agama Islam (STAI) UISU Pematang Siantar.&lt;br /&gt;(3) Mengembangkan system manajemen akademik dan administrasi dengan kompeterisasi.&lt;br /&gt;(4) Menyusun kurikulum Pendidikan Agama Islam setiap Fakultas dengan system pengintegrasian antara ilmu Agama dan IPTEK. Dalam hal ini mahasiswa termasuk mahasiswa non-muslim, dibebani sebanyak 12 sks mata kuliah Pendidikan Agama Islam. Upaya ini dimaksudkan agar alumni yang dihasilkan oleh UISU dapat menguasai Ilmu Pengetahuan dan memiliki landasan agama yang kokoh, serta sebagai upaya da’wahislamiyah bagi mahasiswa dari kalangan non-muslim.&lt;br /&gt;(5) Meningkatkan jumlah dosen yang berpendidikan S2,S3 dan Spesialis baik dalam maupun luar negeri dalam upaya meningkatkan kualitas pendidikan di UISU.&lt;br /&gt;&lt;br /&gt;Untuk tahun 2002, UISU telah menyediakan dana untuk program pendidikan lanjutan sebesar Rp. 500.000.000 (lima ratus juta rupiah). Sungguhpun demikian karena mengingat kemampuan UISU yang sangat terbatas maka perubahan yang dapat dicapai berjalan relatif lambat.&lt;br /&gt;Upaya mengatasi tantangan pada butir kelima, khususnya kompetisi secara sehat dengan PTS lain terutama PTS yang dikelola oleh non-muslim merupakan pekerjaan yang sungguh berat di era globalisasi, termasuk era pemberlakuan AFTA (Asian Free Trade Area) tahun 2003. hal ini disebabkan, USIU dalam mengembangkan dirinya hanya berdasarkan kekuatan sendiri, dengan kata lain sumber dana untuk pembangunan hanya berasal dari SPP dan uang pembangunan yang dipungut dari mahasiswa. Sementara sebagian besar mahasiswa yang masuk ke UISU dapat dikatakan ekonomi relatif lemah sehingga SPP dan uang pembangunan yang dikutif relatif masih rendah karena harus mempertimbangkan aspek keummatan dan UISU sebagai pilar pembangunan ummat Islam.&lt;br /&gt;Sebagai konsekwensinya adalah PTS yang dikelola oleh non-muslim dan mempunyai visi dan misi tidak Islami berkembang sangat cepat. Misalnya dalam hal penyediaan fasilitas, ruang kuliah, laboratorium, dosen untuk S2 dan S3, dibandingkan dengan UISU. Hal ini salah satu faktor penyebabnya adalah mereka mempunyai jaringan kerja yang lebih mengglobal dengan dunia luar dan selalu mendapat dukungan kuat dari luar negeri, baik dari pemerintah negara non muslim maupun dari kelompok pemuka agama dengan misinya. Sementara UISU saat ini tidak mempunyai jaringan kerja berskala global yang dapat membantu untuk mempercepat pembangunan yang direncanakan untuk mendukung visi dan misinya sebagai Universitas Islam. Walaupun demikian, pada awal awal berdirinya UISU telah pernah mendapat bantuan dari Yayasan Sosial Islam sebesar Rp.1.185.000 melalui Bapak M Natsir sebagai peletak batu pertama pembangunan gedung UISU yang pada saat itu beliau adalah sebagai ketua perwakilan Rabithah Alam Al-Islami untuk Asia. Selain itu UISU juga pernah melakukan kerja sama dengan universitas Al-Azhar dimana Alumni UISU dapat mengikuti kuliah pada Universitas tersebut tanpa testing dan mendapat beasiswa. Bahkan pada tahun 1972 pihak UISU telah memberikan gelar Dr (Hc) kepada syekh M Syaltut, Rektor Universitas Al-Azhar pada saat itu. Namun sejak 30 tahun terakhir, bantuan dan kerja sama seperti itu atau dalam bentuk lain tidak pernah ada kepada UISU. Dengan kata lain hubungan UISU dengan negara-negara Islam di Timur Tengah terputus sehingga UISU berjalan sendiri dengan kemampuan yang ada.&lt;br /&gt;Kondisi seperti ini menghasilkan suatu kenyataan :&lt;br /&gt;(1) PTS yang bermutu di Indonesia umumnya dimiliki/dikelola oleh kalangan/kelompok di luar Islam dan&lt;br /&gt;(2) Kebanyakan PTS Islam mempunyai keterbatasan baik yang berkaitan dengan mutu maupun daya tampung, termasuk UISU.&lt;br /&gt;&lt;br /&gt;Akbitanya adalah sebagian besar ummat Islam menuntut ilmu pada PTS non-muslim meskipun dengan biaya yang cukup tinggi.&lt;br /&gt;Dua kenyataan tersebut berkaitan erat dengan pembangunan dan eksistensi ummat Islam di masa yang akan datang. Maka UISU merasa terpanggil dan bertanggung jawab untuk merealisasi visi dan misinya sebagai salah satu Universitas yang berlandaskan pada Islam untuk mengatasi masalah yang dihadapi oleh ummat Islam di Indonesia.khususnya dalam bidang Pendidikan Tinggi. Dalam upaya pengembangan dan pembangunan UISU telah mengatur perencanaan dan langkah-langkah :&lt;br /&gt;(1) telah merencanakan pembelian gedung ITC untuk pengembangan kampus yang nantinya dipergunakan sebagai Teaching Hospital dan Fakultas Kedokteran UISU.&lt;br /&gt;(2) Pembangunan gedung berlantai 4 di Pematang Siantar, dimana untuk tahap I telah dilaksanakan pembangunan lantai I dari gedung tersebut dan akan dilanjutkan dengan tahap berikutnya.&lt;br /&gt;(3) UISU telah merencanakan untuk pembangunan gedung-gedung lainnya dimana direncanakan 1 fakultas memiliki 1 kompleks kampus yang memiliki fasilitas sarana dan prasarana yang mendukung.&lt;br /&gt;&lt;br /&gt;Demikian ulasan sebagian tantangan yang dihadapi oleh UISU sekarang dan yang akan datang. Akhirnya hanya kepada Allah SWT kami berserah karena tidak ada daya dan upaya manusia kecuali hanya dengan pertolongan Allah SWT dalam upaya melanjutkan pembangunan dan mempertahankan jati diri UISU dapat dilaksanakan.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;VISI, MISI DAN TUJUAN UISU&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Visi UISU&lt;/span&gt; adalah menjadi Perguruan Tinggi Islam yang handal dan bermartabat, dimiliki dan dicintai oleh ummat Islam, yang memacu masyarakat Indonesia menjadi bangsa yang beriman dan bertaqwa kepada Allah SWT, maju adil dan makmur, serta diridhoi Allah.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Misi UISU&lt;/span&gt; adalah melaksanakan pendidikan dan pengajaran, penelitian dan pengabdian pada masyarakat untuk membentuk sarjana muslim dan nasional yang Pancasilais, berakhlak mulia, berilmu dan beramal serta berperan dalam pembangunan ummat Islam, bangsa dan negara Repoblik Indonesia. UISU menggali dan mengembangkan ilmu pengetahuan, teknologi, seni dan Agama Islam untuk kesejahteraan ummat sesuai dengan kaedah Islam.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Tujuan UISU&lt;/span&gt;&lt;br /&gt;a. Membentuk manusia yang seutuhnya yang sadar akan dirinya yang khalifah di bumi sekaligus sebagai hamba pengabdi kepada Allah SWT.&lt;br /&gt;b. Menciptakan dan membentuk sarjana muslim yang berwawasan nasional, berakhlak mulia, berbudi pekerti luhur, berkpribadian mantap dan mandiri, berilmu dan beramal yang bertanggung jawab terhadap ummat bangsa dan negara Republik Indonesia.&lt;br /&gt;c. Menggali sumber ilmiah yang berfaedah bagi perkembangan ilmu pengetahuan, tekhnologi seni dan Agama Islam untuk kesejahteraan ummat yang tidak bertentangan dengan kaidah-kaidah Islam.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Perkembangan Fakultas-Fakultas&lt;br /&gt;Setelah Fakultas Hukum didirikan, maka pada beberapa berikutnya didirikan lagi beberapa fakultas. Tahun 1954 didirikan Fakultas Aama Islam (Program Studi [PS] : Ahwaisyaksyiyah dan Pendidikan Agama Islam). Tahun 1957 didirikan Fakultas Ekonomi (PS : IESP dan Manajemen); Fakultas Sastra (PS; Sastra Inggeris), dan Fakultas Keguruan dan Ilmu Pendidikan (PS; Pendidikan Sejarah, PPKn, Pendidikan Bahasa dan Sastra Indonesia, Pendidikan Matematik Pendidikan Biologi dan Kimia). Tahun 1964 didirikan Fakultas Ilmu Sosial dan Ilmu Politik (PS; Ilmu Administrasi Negara dan Hubungan Masyarakat/Komunikasi) dan Fakultas Pertanian (PS; Agronomi, Ilmu Tanah, Hama dan Penyakit Tumbuhan, dan Sosial Ekonomi Pertanian). Tahun 1965 didirikan Fakultas Kedokteran (PS; Pendidikan Dokter). Tahun 1977 didirikan Fakultas Teknik (PS; Teknik Mesin, Teknik Elektro, Teknik Sipil dan Teknik Industri). Tahun 1993 didirikan Program Pasca Sarjana Magister Manajemen, dengan demikian , pada saat ini UISU mengaasuh 9 Fakultas dengan Program 23 Program Studi pada jenjang S1 dan 2 Program Pasca Sarjana. Semua Program Studi termasuk Program Pasca Sarjana, telah terakreditasi oleh Badan Akreditasi Nasional (BAN).&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;KAMPUS UISU SAAT INI&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Kampus UISU tersebar di beberapa lokasi dengan luas bervariasi. Kampus Induk Al Munawwarah seluas 18. 765 m2, Kampus Fakultas Kedokteran seluas 3,785 m2, Kampus Fakultas Pertanian dan Kebun Percobaannya masing-masnign seluas 1000 m2 dan 37.000 m2. Selain itu masih terdapat areal sawah, kebun, dan areal kosong seluas 2.162 m2.&lt;br /&gt;Ruang Kuliah seluruhya terdapat sebanyak 85 ruang dengan luas 7500 m2. Ruang Kuliah digunakan dari pukul 7.30 s/d 18.00 WIB. Jumlah ruang yang tersedia sebenarnya sudah tidak memadai dengan jumlah mahasiswa yang ada, apalagi dengan adanya kecenderungan jumlah mahasiswa meningkat setiap tahun akademik. Untuk mengatasi kekurangan ruangan pada saat ini beberapa fakultas dan Program Studi melakukan kuliah malam hari. Pada masa yang akan datang, upaya ini sudah dapat dipastikan tidak efektif lagi. Oleh karenanya, upaya perluasan kampus telah menjadi tekad Pimpinan UISU saat ini, Ilustrasi tentang kepaadatan kampus UISU saat ini dapat dilihat pada gambar 1 dan 2.&lt;br /&gt;Gambar 1 dan 2 menginformasikan : (1) areal perpakiran kampus UISU tidak mendukung lagi dengan jumlah kenderaan yang ada, (2) daya dukung areal untuk 15.000 mahasiswa dan 1100 dosen dan pegawai UISU tidak memadai, dan (3) desakan mahasiswa saat keluar dan masuk kampus terjadi setiap hari.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Mahasiswa UISU 2002 – 2007&lt;/span&gt;&lt;br /&gt;Keadaan mahasiswa UISU selama 5 tahun terakhir dari tahun 2002 s/d 2007 bahwa jumlah mahasiswa UISU pada 5 tahun terakhir berfluktuasi diantara 7.256 orang pada tahun 2002, 10.939 orang tahun 2003, 8.714 orang tahun 2004, 9.903 orang tahun 2005, 9.759 orang tahun 2006 dan 9375 orang tahun 2007.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Mahasiswa Menurut Fakultas&lt;/span&gt;&lt;br /&gt;Keadaan mahasiswa dalam 5 tahun terakhir pada setiap fakultas berjumlah bervariasi jumlah mahasiswa yang terbanyak hingga terendah adalah; 7.259 s/d 10.939 Umumnya pada setiap fakultas meningkat setiap tahunnya.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Calon Mahasiswa yang Mendaftar dan yang Diterima 2001 – 2007&lt;/span&gt;&lt;br /&gt;Keadaan mahasiswa di tiap fakulasnya, meningkat secara signifikan sedangkan dalam suasana kemelut UISU sangat menurun secara drastis dari data yang ada sebelumnya.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Dosen UISU Menurut Status&lt;/span&gt;&lt;br /&gt;Keadaan dosen UISU terdiri atas Dosen Yayasan. Dosen Pegawai Negeri Sipil dan dosen luar biasa, dalam perbandingan; Dosen luar biasa lebih mendominan sehingga dalam mengemban misi UISU masih sangat bergantung pada instansi lain, Oleh karenanya dalam program pengembangan UISU, peningkatan dosen baik kuantitas maupun kualitas telah terjadi prioritas.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;Dosen UISU menurut fakulas&lt;/span&gt;&lt;br /&gt;Jumlah dosen UISU hingga saat ini berjumlah yang tersebar di 9 (sembilan) fakultas berkisar 1500 .dan jumlah di tiap fakultas masing – masing bervariasi antara 150-300 orang.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;MANAJEMEN KEUANGAN YAYASAN&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;1. Dasar Pemikiran&lt;/span&gt;&lt;br /&gt;Sebagai Yayasan yang berkedudukan sebagai suatu lembaga, berdasarkan hukum dan menyelenggarakan kegitannya berdasarkan konstitusi, sisitem pengelolaan keuangan Yayasan sesuai dengan atuan pokok yang ditetapkan dalam anggaran dasar.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;2. Hal-Hal Baru Dan/Atau Perubahan Mendasar Dalam Ketentuan Pengelolaan&lt;/span&gt;&lt;br /&gt;Hal-hal baru dan/atau perubahan mendasar dalam ketentuan pengelolaan keuangan Yayasan meliputi pengertian dan ruang lingkup keuangan Yayasan, asas-asas umum pengelolaan keuangan Yayasan, ketentuan mengenai penyusunan dan penetapan Program Kerja Anggaran Pendapatan dan Belanja Yayasan (PKAPBY), Pengaturan hubungan keuangan antara Yayasan dengan perusahaan Negara, daerah, swasta dan Badan Pengelola Dana Masyarakat serta penetapan bentuk dan batas waktu penyampaian laporan pertanggungjawaban pelaksanaan PKAPBY. Mengantisipasi perubahan standar akuntansi di lingkungan nirlaba yang mengacu kepada perkembangan standar akuntansi di lingkungan nirlaba secara internasional.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;3. Pengertian dan Ruang Lingkup Keuangan Yayasan&lt;/span&gt;&lt;br /&gt;Pendekatan yang digunakan dalam merumuskan keuangan Yayasan adalah dari sisi objek, subjek, proses dan tujuan.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;4. Asas-Asas Umum Pengelolaan Keuangan Yayasan&lt;/span&gt;&lt;br /&gt;Dalam rangka mendukung terwujudnya Good Coorporate Entity dalam penyelenggaraan Yayasan, pengelolaan keuangan Yayasan perlu diselenggarakan secara professional, terbuka, dan bertanggung jawab sesuai dengan aturan pokok yang telah ditetapkan dalam AD/ART Yayasan dan statuta UISU, perlu menjabarkan aturan pokok yang telah ditetapkan tersebut ke dalam asas-asas umum yang meliputi baik asas-asas yang telah lama dikenal dalam pengelolaan keuangan yayasan, seperti asas tahunan, asas universalitas, asas kesatuan dan asas spesialitas maupun asas-asas baru sebagai pencerminan Best Practices dalam pengelolaan keuangan Yayasan antara lain :&lt;br /&gt;a. Akuntabilitas berorientasi pada hasil.&lt;br /&gt;b. Profesionalitas.&lt;br /&gt;c. Proportionalitas&lt;br /&gt;d. Keterbukaan dalam Pengelolaan Keuangan Yayasan&lt;br /&gt;e. Pemeriksaan Keuangan oleh Badan Pemeriksa yang Bebas dan Mandiri&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;5. Kekuasaan Atas Pengelolaan Keuangan Yayasan&lt;/span&gt;&lt;br /&gt;Penguus Yayasan selaku pemegang kekuasaan pengelolaan keuangan Yayasan sebagai bagian kekuasaan Yayasan yang meliputi kewenangan yang bersifat umum dan kewenangan yang bersifat khusus. Untuk membantu pengurus yayasan dalam penyelenggaraan kekuasaan dimaksud, sebagian dari kekuasaan tersebut dikuasakan kepada pimpinan satuan unit kerja selaku pengguna anggaran.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;6. Penyusunan dan Penetapan PKAPBY&lt;/span&gt;&lt;br /&gt;Ketentuan mengenai penyusunan dan penetapan PKAPBY meliputi penegasan tujuan dan fungsi penganggaran Yayasan. Pengintegrasian system akuntabilitas kinerja dalam sistem penganggaran, penyempurnaan, penyatuan anggaran, dan penggunaan kerangka pengeluaran. Anggaran adalah alat akuntabilitas, manajemen, dan kebijakan ekonomi. Sebagai instrument kebijakan berfungsi untuk mewujudkan pertumbuhan dan pemerataan pendapatan dalam rangka mencapai tujuan yayasan.&lt;br /&gt;&lt;br /&gt;Masalah lain yang tidak kalah pentingnya dalam upaya memperbaiki proses penganggaran adalah penerapan anggaran berbasis prestasi kerja. Mengingat bahwa sisitem anggaran berbasisi prestasi kerja/ hasil memerlukan kriteria pengendalian kerja dan evaluasi serta untuk menghindari duplikasi dalam penyusunan rencana kerja dan anggaran unit kerja, perlu dilakukan penyatuan sisitem akuntabilitas kinerja dalam sisitem penganggaran.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;7. Pelaksanaan PKAPBY&lt;/span&gt;&lt;br /&gt;Setiap PKAPBY ditetapkan secara rinci dengan keputusan Pengurus Yayasan, pelaksanaannya dituangkan lebih lanjut dengan keputusan Pengurus Yayasan sebagai pedoman bagi satuan unit kerja dalam pelaksanaan anggaran.&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;8. Pertanggungjawaban Pengelolaan Keuangan Yayasan&lt;/span&gt;&lt;br /&gt;Salah satu upaya konkrit untuk mewujudkan transparansi dan akuntabilitas pengelolaan keuangan Yayasan adalah penyampaian laporan pertanggungjawaban keuangan Yayasan yang memnuhi prinsip-prinsip tepat waktu dan disusun dengan mengikuti standar akuntansi nirlaba yang telah diterima secara umum. Laporan pertanggungjawaban pelaksanaan PKAPBY disampaikan berupa laporan keuangan yang setidak-tidaknya terdiri dari laporan realisasi anggaran, neraca, laporan arus kas dan catatan atas laporan keuangan yang disusun sesuai dengan standar akuntansi nirlaba setelah diaudit oleh lembaga pengawas.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;KAMPUS IDAMAN UISU DIMASA DEPAN&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;UISU sudah lama mengidamkan kampus yang kondusif sebagai salah satu visi unuk meyelenggarakan misinya  tahun 1988, telah dimulai pembangunan kampus bertingkat 15 sebagai simbol pemcanangan kebangkitan Islam pada abad 15. namum upaya itu sia-sia karena berbagai bentuk rintangan dan halangan, yang berakhir pada terbenamya tiang pondasi setinggi 15 m tanpa kesan. Sungguhpn demikian, tekad pendiri UISU yang masih ada dan penerusnya tidak akan luput begitu saja karena kegagalan tersebut. Bahkan semangat untuk terus berjuang dengan kekuatan yang masih ada semakin meningkat untuk membawa UISU semakin maju.&lt;br /&gt;Dengan pengalman yang manis dan pahit yang dilandasi keikhlasan dan tawakkal kepada Allah SWT, kini Pimpinan Yayasan UISU telah bertekad dengan separuh hati dan berusaha sekat tenaga akan erupaya mewujudkan kampus idaman UISU. Upaya ini dengan telah direncanakan membangun kampus bertingkat delapan dan rencana perluasan areal kampus seluas 100-250 ha. Sungguh disadari bahwa pekerjaan ini tidaklah ringan dan sederhana. Namun dengan kesungguhan, keikhlasan, dan kebersamaan, Allah akan memberikan jalan untuk tercapainya tujuan usaha tersebut.&lt;br /&gt;&lt;br /&gt;Jika Allah mengizinkan, di atas areal perluasan tersebut direncanakan akan dibangun berbagai fasilitas untuk sebuah universitas yang standar. Gedung-gedung fakultas, laboratorium, perpustakaan, sarana olah raga, pusat studi Islam, perumahan dosen dan pegawai UISU, kebun percobaan, dsb. Apakah cita-cita ini akan menjadi kenyataan, Allah Maha Mengetahui dan Penolong.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;span style="font-weight: bold;"&gt;PENUTUP&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Sejak berdirinya, UISU dalam merealisasi visi dan menjalankan misinya telah mengalami berbagai kemajuan setelah mengarungi berbaai pengalaman manis dan pahit. Kini tuntutan masyarakat terhadap UISU sesuai dengan perkembangan zaman terus semakin meningkat yang harus direspon secara positif jika tidak ingin ketinggalan.&lt;br /&gt;&lt;br /&gt;Kondisi UISU saat dimana luas areal kampus yang semakin sempit, ruang kuliah yang sudah tidak dapat menampung jumlah mahasiswa yang ada secara optimal, jumlah dan kualifikasi dosen yang masih jauh dari kebutuhan, jumlah calon mahasiswa yang cenderung meningkat setiap tahun dan sebagian tidak tertampung, membuat UISU terbatas dalam memberikan pelayanan dan menjalankan misinya secara optimal serta memperlambat tercapainya tujuan yang telah dirumuskan.&lt;br /&gt;&lt;br /&gt;Dengan kondisi hambatan demikian, disamping perbaikan system internal yang terus dilakukan, UISU secara bertanggung jawab harus mengupayalan perluasan areal kampus untuk membangun Kampus Ideal yang menjadi idaman cukup lama. More than 4000 fresh students have enrolled at Islamic University of North Sumatra. They join the various study programs available at the university which currently runs 27 study graduate program of sarjana degree (four year course) and two post graduate programs; i.e Master of Managenent and Master of Arts in English Literature. The offical welcome of the fresh students was held on 1 and 2 September 2007 in which the Mayor of Medan City, H. Abdillah, Ak, MBA, was willing to attend the event and delivering encouragement speech to the fresh students, and even ready to show his talent in singging.&lt;span class="fullpost"&gt; He skillfully sang some songs in the ceremony which directly got warmest applause and hottest welcome from all present in the spot. He with his fatherly attitude came to the new student lines of each faculty in order to appeal them to sing together. After the long holiday, the students look fresher to attend the class. They seem more vivacious as well as colourful in this even semester. It can be seen from the number of students attending the class at the first lecturing day, which reaches 75%.&lt;br /&gt;&lt;br /&gt;The schedule of convocation for the alumni of the Faculty of Literature will be held on 15 of March 2006. The alumni who will join the convocation are suggested to join the pre-convocation exercise on 13 March 2006 at 15.30 WIB. &lt;span class="fullpost"&gt;Toga, invitation card, etc. can be taken from the faculty after the pre-convocation exercise.&lt;br /&gt;&lt;br /&gt;The next issue important to note down, particularly to the students who have passed all the subjects at the faculty is that the comprehensive test will be held on 14 and 15 of March 2006, while thesis examination will be held on 18 of the same month. The venue of the comprehensive test is on seminar hall of the faculty. Syllabus for the comprehensive test can be obtained from Mr.Surahman, the academic staff of the faculty.&lt;br /&gt;&lt;br /&gt;Final Odd Semester Examination for the post graduate students is held on 27 February upto 3 March 2006.
